MOE Kindergartens (MK) are government-run centres attached to primary schools. They follow a standardised curriculum closely aligned with the MOE NEL framework, are heavily subsidised (from $160/month for Singapore citizens before additional subsidies), and offer the advantage of familiarity with the primary school environment. However, they only run half-day programmes (K1 morning, K2 afternoon or vice versa), which may not suit dual-income families.

PCF Sparkletots operates over 400 centres islandwide, making it the largest anchor operator. They offer both half-day and full-day programmes, bilingual curriculum with strong Mother Tongue emphasis, and competitive fees. Quality can vary between centres, so visiting your specific neighbourhood centre is important.

My First Skool (NTUC First Campus) is known for bilingual programmes and holistic development. They offer infant care through K2, which provides continuity for families who start early. Full-day programmes available. Fees are comparable to PCF Sparkletots.

What to Look for in a Kindergarten

Beyond the brand name, the criteria that matter most are: teacher-to-child ratio (ideally 1:15 or better for K1), curriculum approach (play-based vs academic-heavy), the physical environment (outdoor space, cleanliness, learning corners), teacher qualifications and turnover rate, and how the centre communicates with parents.

Visit during a regular school day, not an open house. Observe how teachers interact with children, how transitions between activities are managed, and whether children look engaged or bored. Ask about the daily schedule, enrichment options, and how the centre handles children who are struggling or ahead.

Kindergarten Fees and Subsidies in Singapore (2026)

Fees vary significantly by provider type. As of 2026:

• MOE Kindergartens: $160/month (Singapore citizens). Additional subsidies available for lower-income families, bringing fees as low as $3/month.
• PCF Sparkletots and My First Skool: $400-$800/month for full-day programmes before subsidies. Working mothers receive additional subsidies.
• Private kindergartens: $800-$2,500/month depending on programme and location.
• International kindergartens: $1,500-$3,500/month.

ECDA (Early Childhood Development Agency) subsidies apply to all licensed centres. The Basic Subsidy and Additional Subsidy are income-tested and can significantly reduce out-of-pocket costs for anchor operator centres.
